Our Team Liz Rosenbaum Elisabeth B. Rosenbaum, Urban Initiatives’ founder and president, is uniquely experienced in the development and utilization of public/private financing techniques for real estate development, including residential, mixed use and urban in-fill sites. Program in Historic Preservation For over thirty years, Ms. Rosenbaum has provided a comprehensive approach to the delivery of real estate resources that address the specific finance requirements of urban housing and economic development. Her focus is on innovative financing strategies, legislative and policy initiatives, and effective resource allocation that facilitate the development process. She is well versed in all aspects of the Low-Income Housing Tax Credit Program (LIHTC) including investment analysis, credit allocation and credit placement, as well as in the new Opportunity Zone program. Ms. Rosenbaum’s professional experience includes: Ms. Rosenbaum has a Master’s Degree in Urban Planning and has served as an Adjunct Professor, teaching Real Estate Development at the Pratt Institute Graduate School. Johanna Silverio Ms. Silverio has spent the last 15 years immersed in various facets of global real estate investment in the United States, Europe and Israel. Ms. Silverio dedicated more than eight years of her career to the LIHTC industry, previously working for one of the top tax credit syndicators in the US. She also spent over five years with a boutique private equity firm as the Manager of the US portfolio managing more than $75M in AUM. Working with Urban Initiatives, Ms. Silverio is a consultant on real estate investment opportunities in the area of affordable housing. She also furthered her consulting to the international level, working affordable housing tax credit programs abroad. Ms. Silverio has an MA degree in International Economics and Finance as well as a MBA in International Business, both from Brandeis University International Business School. Leith ter Meulen Ms. ter Meulen is a development consultant to non-profit institutional, government and commercial owners with a focus on socially responsible public private initiatives. She has 35+ years experience in community and economic development with a priority in protecting and celebrating history, arts and cultural resources in the community. Together with Urban Initiatives, she has served as development manager and consultant to more than 200 community-based developers on housing, schools, retail, historic preservation, retail and the arts. Her firm Landair has achieved more than $2.5 billion in successfully realized projects – from Concept to Compliance. She is noted for setting clear strategic direction, team leadership and consensus building among groups, as well as garnering political support for public initiatives. Ms. ter Meulen works in tandem with Federal, State and local community redevelopment agencies, economic development corporations and private property owners, is fluent in the calculus of tax credits and non-conventional financing, and is a seasoned project manager.
